This document is the original proposal to the DST for the funding with regards to the National HLT Network. Read through it to get a good idea what the objectives of the collaboration is. In the document is a template for a proposal, as well as a sample proposal. You will notice that the proposal is very simple, it shouldn't take a lot of time to complete. The format for the proposals should be similar to the format as set out in this document.

This document has had the HLT community scrambling around for the past few days, trying to determine how to best handle the whole affair.
